Deputy Foreign Minister Shavarsh Kocharyan comments on Karabakh negotiations

Question. Mr. Kocharyan, an employee of the Azerbaijani presidential Administration accused Armenia for continuous destructive position, pointing out that little changes have been noticed in Armenia’s position during the meeting in Sochi. How would you comment on that?

Answer. We do not need to change our position because, as Foreign Minister stated at the session of the OSCE Permanent Council on March 3rd in Vienna, Armenia said "yes" to the Madrid proposals. Few weeks ago in their address at the OSCE Permanent Council, the co-chairmen called upon parties to clearly say "yes" to the proposals without reservations and changes. As Armenia already said "yes" to the proposals, it is obvious that the cochairmen expected changes of position and a definite "yes" from Azerbaijan.

If at the last meeting Azerbaijan would have said yes without reservations it would be a concrete step forward in the process of negotiations, and a proper statement would be made along with the statement of the Presidents made in Sochi on the practice implementation of the Astrakhan Declaration of October 27, 2010. The time has come for Baku to change its "constructive" position in quotes to the one without quotes.

If, according to Azerbaijani version, war mongering and provocations on the line of contact constitute "quite a fair aspiration to the peaceful resolution of the conflict", then it is becoming clear why after signing the Maindorf declaration Azerbaijani leadership stated that a peaceful solution does not mean non use of force and after the Sochi statement, where it was precisely mentioned that the sides should strive to solve the differences by peaceful means, again according to the Azerbaijani interpretation that is not a guarantee for peace.
