Comment by Deputy Foreign Minister Shavarsh Kocharyan on the 25th anniversary of “Koltso” operation committed by Azerbaijan against the peaceful population of Nagorno-Karabakh

April 30 of this year marks the 25th anniversary of annihilating the Armenian population and depriving them of their homeland of the northern region of Nagorno-Karabakh, which is yet another manifestation of Azerbaijan's state terror policy against the Armenian people. Those actions, which are still being justified by the Azerbaijani leadership, can have only one legal definition – crime against humanity.

The international community, including international human rights organizations, legislative bodies of Russia, USA, as well as the European Parliament strongly reacted to the atrocities committed by the Azerbaijani armed groups during the “Koltso” (“Ring”) operation and the involvement of the Soviet Army in those actions in their relevant resolutions. However, Azerbaijan has not abandoned its policy of racism, promoting hatred against Armenians, and the April aggression of Azerbaijan against Nagorno-Karabakh and the committed atrocities are further point in case.

By resorting to its initial policy of force, promoting hatred against Armenians, and committing terrorist style atrocities the Azerbaijani leadership clearly outlines why the self-determined Nagorno-Karabakh Republic can never be a part of Azerbaijan.
