Minister of Foreign Affairs received Chairperson of the Sub-Committee on Conflicts of the PACE, Rapporteur on Azerbaijan

On March 29, Edward Nalbandian, Minister of Foreign Affairs of Armenia received Stefan Schennach, Chairperson of the Sub-Committee on conflicts between Council of Europe member states, co-rapporteur on fulfilment of obligations by Azerbaijan.


Edward Nalbandian briefed the guest on the efforts of Armenia and the OSCE Minsk Group Co-Chair countries towards an exclusively peaceful settlement of the Karabakh conflict. He underlined that Azerbaijan, unlike Armenia, continuously rejects the proposals made by the OSCE Minsk Group Co-Chair countries towards creation of appropriate conditions for the advancement of negotiation process, refuses to implement the agreements reached at the summits in Vienna and St. Petersburg on creation of mechanism of investigation of incidents and on increasing the capacity of the team of the Personal Representative of the OSCE Chairperson-in-Office.

Minister Nalbandian stressed that the settlement of the conflict is dealt within the format of the OSCE Minsk Group Co-Chairmanship, which is the only structure that have the international mandate for the settlement of the conflict.

Edward Nalbandian added that moving the discussions on Karabakh conflict to other formats, other platforms, initiation in various structures of distorting the reality resolutions, attempts to create mechanisms parallel to the settlement format harm the efforts of the Co-Chairs towards reaching of a settlement. The Co-Chairs themselves on various occasions have warned of this, and this warning should be considered seriously in the PACE as well.
