Foreign Minister of Armenia Ararat Mirzoyan's meeting with the heads of diplomatic representations accredited in Armenia
17 November, 2021On November 17, Foreign Minister of Armenia Ararat Mirzoyan received the heads of diplomatic representations accredited in Armenia. During the meeting, Ararat Mirzoyan noted in his remarks:
"Hello. Thank you for accepting my invitation to this urgent meeting.
The purpose of our meeting is to present the details of the provocative and aggressive actions of Azerbaijan on the border between Armenia and Azerbaijan yesterday.
As you know yesterday the Azerbaijani Armed Forces infiltrated into the sovereign territory of the Republic of Armenia, which was preceded by another attempt that took place two days ago, on November 14. In the afternoon, more precisely, at 13:00 on November 14, the Azerbaijani armed forces infiltrated into the territory of Armenia, resulting in the blockade of four Armenian combat positions. The Azerbaijani militaries and equipment were withdrawn from the territory of Armenia through negotiations. But the situation was not de-escalated; yesterday, again at the same time and in the same direction, another infiltration was carried out, accompanied by the use of armed vehicles, artillery, weapons of various calibers. In fact, Azerbaijan has used , probably, all its military equipment except aviation.
The Armenian side responded. And it should be noted that this is nothing but aggression against the Republic of Armenia.
As of yesterday at 6:30 p.m., under the mediation of the Russian side, the hostilities were ceased․ However, the armed units of Azerbaijan infiltrated into the territory of Armenia still remain there.
I would like to inform you that, at the moment, the Armenian side has 1 confirmed victim, 12 captured Armenian servicemen, and the fate of 24 Armenian servicemen is unknown. Search operations are underway with the participation of the Russian side.
Obviously, these actions were preceded by the months of blatant Armenophobic, xenophobic, aggressive statements by the Azerbaijani authorities, threats of use of force, encroachments, and aspirations towards the territory of the Republic of Armenia, as well as the so-called "corridor logic": claims of obtaining a corridor, including direct statements on seizing it with the use of force.
I would like to underline that in our firm conviction, this behavior of Azerbaijan is a consequence of the fact that our international partners and the international community in general, did not react appropriately and targeted to the use of force by Azerbaijan during the aggression against Nagorno-Karabakh on September 27, 2020, and then during the following months amid the above-mentioned statements and actions. We are convinced that the reaction of the international community to all the provocative, aggressive statements and actions that we have mentioned has not been targeted and proper.
The ongoing statements that equate the sides were directly perceived by Azerbaijan as an incentive to continue this behavior. We expect that our partner and friendly countries will give an immediate and targeted reaction to all these actions, and will use their direct influence on the Republic of Azerbaijan, urging it to refrain from provocative actions and encroachments against the Republic of Armenia.
I would also like to inform that within the framework of the UN Charter, all bilateral and multilateral agreements, the Republic of Armenia reserves the right to protect its territorial integrity and sovereignty. And from this moment, the Republic of Azerbaijan bears the entire responsibility for further escalation of the situation.
I would also like to refer to another political aspect. We believe that Azerbaijan attempts to divert the attention of the international community from the Nagorno-Karabakh conflict by shifting the tension on the Armenian-Azerbaijani border. I would like to emphasize once again that the Republic of Armenia will defend both its territorial integrity and the right of the Armenians of Nagorno-Karabakh to self-determination."
At the end of the meeting, Ararat Mirzoyan answered the questions of the attendees.
