STATEMENT BY PRESIDENT ROBERT KOCHARIAN ON THE OCCASION OF THE MEMORIAL OF THE VICTIMS OF THE ARMENIA GENOCIDE

24 April, 1999

Dear compatriots:

Today, we bow our heads for the memory of the millions of victims of the genocide planned and carried out by the official authorities of Ottoman Turkey. What took place in the beginning of the 20th century is the most tragic page in the history of the Armenian people, which has left a heavy trace not only on the entire future political history, but also on the national consciousness of our people.

84 years have passed since April 24, 1915, when the arrests of Armenian intellectuals began. Confessing is a bitter act; however, it is a fact that the Armenian Genocide has been left unpunished. Heinous crimes committed against mankind do not have and cannot have a term of limitation. Given this psychological picture, it is more than appropriate that April 24 has become the symbol of genocide condemnation, historical justice and the demand for rehabilitation. Having achieved independence, Armenia, as an equal and responsible member of the family of nations, with its heavy experience, it is bringing its part to the efforts of mankind for the condemnation and prevention of genocide. On September 25, 1998, the Republic of Armenia voiced its opinion on the international recognition of the Armenian Genocide from the UN podium at the highest levels. Last year, with the initiative of Armenia, the UN commemorated the 50th anniversary of the Convention on the Prevention and Condemnation of Genocide, and on that occasion it adopted a resolution.

Over the past few years, a number of countries, parliaments, as well as nine states of the United States of America adopted and passed resolutions condemning the Armenian genocide committed by the Ottoman Empire. Work in this direction will continue.

Accurate evaluation of the atrocious acts of the past is not an issue just for the survivors or for the Armenian Diaspora, rather it is an issue for the entire region, and even more, for all mankind which has a great need to establish trust, stability and peace.

Today, like every one on April 24, we, as an entire nation, assert our will to live, we renew our commitment and belief in building a free, strong and prosperous homeland.
