Remarks by the Deputy Foreign Minister of Armenia at the Ukraine Recovery Conference held in Berlin

12 June, 2024

From June 11 to 12, Deputy Foreign Minister of Armenia Vahan Kostanyan participated in the Ukraine Recovery Conference held in Berlin. Within the framework of the conference, Vahan Kostanyan delivered remarks, during which he particularly noted:

At the outset, let me acknowledge the efforts of Germany for conveying this meeting. I would like to highlight that this is the first time Armenia is participating in the Ukraine Recovery Conference.

The principles of Ukraine’s recovery that were adopted in Lugano 2 years ago should be at the core of today’s discussions. Reform-focused, transparent, democratic and sustainable recovery processes are prerequisites to ensure the future of the Ukrainian people.

At the same time, this process will be fragmented and not effective enough without peace. Armenia and our people deeply understand the horror of the wars and violence. Recently we have faced quite a similar situation, and we realize the importance of peace.

We stand ready to engage with the parties to stop the unbearable suffering of innocent people. Peace is our political belief. We, ourselves, are genuinely engaged in peace talks to bring peace and stability to our region. One of the main principles of normalization of relations between Armenia and Azerbaijan is mutual recognition of each other’s territorial integrity based on the Alma-Ata Declaration. On the basis of that document, not only Armenia and Azerbaijan but also 10 other former Soviet Republics agreed that former administrative boundaries are recognized as interstate borders.

Dear colleagues,

Let me reiterate Armenia’s determination to closely work with the partners aiming to restore stability and peace in Europe.”

Within the framework of the event, the Deputy Foreign Minister also had bilateral meetings with several partners.
